Is it advisable for a laptop to be plugged surrounded by most of the time?

When I turn on my hp dv6000 it charges from 85-95% even if I can surely remember that it is fully charged the last time I used it..
I suppose this is due to the reality that batteries consistently charge when they are inside the laptop..
I aim even if that they are fully charged the next time you plug it they may still charge..
